To eliminate conflict and secure eternal peace and happiness, Dullindal intends to use DNA analysis to assign every human being to his or her proper role in life, creating a regulated society without free will or desire.

The neutral nations of Orb and Scandinavia swiftly announce their opposition to the Destiny Plan, and the remaining Earth Alliance forces at the Arzachel lunar base mobilize to challenge ZAFT. Even Shinn questions the wisdom of Dullindal's plans, but Rey convinces him to stand by Dullindal as the final confrontation begins.
